“裱糊匠”拜登:背后的人是谁?

美国大选惊心动魄,扑朔迷离,一夜惊变,不亚于东方的宫斗戏。这一幕本来是应该发生在第三世界国家选举的戏码,美国民主堕落到如此地步,令人唏嘘。曾经号称人类文明的灯塔,现在灯光黯淡了,塔座锈蚀了……

政治只看胜负,资本没有记忆。现实主义视角的观察,老川翻盘可能性不大,我估计概率不到5%。川普团队可能会要求重新计票,甚至上诉到联邦最高法院,重演2000年戈尔诉小布什案。考究当年细节,虽然是由最高法院一裁定音,但实际上大法官们是极力避免赤膊下场,介入党派之间的政治纠纷的。法官本人都有鲜明的党派立场和价值理念,但法律共同体的共识是专业主义和司法独立,要想维护最高法院的权威性和公信力,就必须自我克制,不趟政治这滩浑水。也就是,选举的问题尽量由选举规则处理,由民意来决定,大法官不能为美国人民指定一位总统。(关于最高法院轶事,安利一书《九人:美国最高法院风云》,上海三联书店2010年版)

目前的美国最高法院,是川王最大的政治遗产,任内赶上三次提名机会(相当于中头彩),共和党保守派与民主党自由派的席位占比是6:3。但美国法官是终身制,不是谁提名就效忠谁,法官司法唯一服从的是宪法和法律。所以很多川粉期望在最高法院靠人数优势再次翻盘,不太可能。法律精英更注重的是司法的尊严和专业性,不愿意充当政治的工具,典型例子就是首席大法官罗伯茨,是当年共和党提名的保守派法官,但此前的一系列判决他的意见并不有利于川普。

川普就像堂吉诃德,一次次向风车发起冲锋。虽败犹荣,毕竟他努力过,风光过,奋斗到了最后一刻。从大选前后的态势不难看出,不是川普不给力,而是他的敌人太强大。他的对手不是一个拜登,而是拜登的身后:民主党+共和党内建制派+纽时华邮CNN几乎所有主流媒体+FAAMG几乎所有科技巨头+华尔街资本+东方神秘力量……

老川凭一己之力,挑战的是整个美国精英阶层和建制派,以及更深远的全球化浪潮,依靠美国中下层WASP(盎格鲁萨克逊白人新教徒)的充沛元气(本轮大选显示出一个积极信号,非裔拉美裔选民开始更多比例转投共和党,有色移民群体逐渐认同自我奋斗的美国价值观,而不是民主党的福利收买),打成平局,以这种疑窦丛生的方式才勉强落败。这已经是一个奇迹!

共和党也不能算输,最大的输家是各大媒体和民调机构。民调几乎全部被打脸,这个行业的存在合理性都被动摇了,因为他们预测的是拜登躺赢,稳赢,大赢,结果是打成平手。事先大多数媒体预言的“蓝色大潮”根本没有出现,坚挺的红色州显示川普主义拥有坚实的选民基础,大选胶着的僵局意味着美国社会的深度分裂,无法弥合,一半人反对另一半人,道不同不相为谋。

美国之变,眼下看起来最可能的结局:共和党失去白宫但保住参议院,依旧维持微弱多数;众议院拿回几个席位,缩小差距,还是少数党;最高法院则保守派保持6:3的优势;总统大位归拜登,以略过270张选举人票的微弱多数险胜。

这注定拜登将是一名无所作为的总统。

不光是他的性格和能力相对弱势,大脑深受老年痴呆症的困扰,更重要的是形势使然,形势比人强。因为拜登面临的是一半美国人强烈反对他的局面,这种分裂程度使他出台任何重大政策都充满争议;参议院有在野党掣肘,最高法院也没控制在手,重大争议提交司法程序后有最终否决权,实质性的变革是举步维艰的。

拜登在党内和国内得以胜出的秘密武器,也许正是他的老年痴呆症。作为美国历史上最年迈的总统候选人,以垂暮之年被推上位,结合大选前后的种种异象,背后之力是若干无形巨手。这些推手看中的,不是拜登的能力,恰恰是拜登的平庸和无能。

有学者非常敏锐,老拜登只是台前的一具傀儡,分析者与其关注拜登,不如多琢磨琢磨拜登背后的牵线人。


因此,拜登的任务只能是做个裱糊匠。他四年恐怕做不出任何实质性的决策,缝缝补补,涂涂抹抹,糊弄四年然后下台养老(如果不因儿子丑闻被弹劾),就像他从政47年没有任何显赫政绩一样。

甚至由于身体和年龄原因,拜登可能无法行满任期,半路由贺锦丽接班。拜登曾是奥巴马的副手,延续的是奥巴马的治国路线,何锦丽的背后是奥巴马垂帘听政。这四年,是一条没有奥巴马的奥巴马路线。


不要忘了,奥巴马的政治偶像是曼德拉。曼德拉是公认的一代圣人,白左向往的最高境界,但实事求是的说他不是合格的政治家,南非是冷战后唯一从发达国家降格为发展中国家的范本。正是奥巴马执政八年,全球化,产业外迁,扩大移民,派发福利,过度多元,造成美国今日的社会撕裂,变相催生出政坛的“川普现象”,在铁锈带工人、红脖子农民的狂热拥护下,老川一个政治素人成为黑马异军突起。

所以,拜登-贺锦丽的四年不会解决问题,只会加深分裂,四年之后,共和党保守派将会卷土重来,没有川普的川普主义,彭斯、彭破袄都可能是下一轮右翼革命的新旗手。那个时候,忍受了八年奥巴马+四年拜登的美国人民,还能对白左抱有期待?美国人民能容忍美利坚变成下一个欧洲,下一个南非?


总体来说,是险胜,是平手,是僵局,而不是一个川粉或白左期待的压倒性胜利。这就是美国社会深度分裂的体现,根源是人口结构已在改变,价值观潜移默化,而政治是社会的缩影,社会的分裂必然投射到政治之上。其实即便川普连任,他敢于面对问题,触及问题,但也很难真正解决美国的深层次问题。

对中国来说,拜登上台自然是一个战略机遇,A股强烈欢迎拜登。虽然拜登对华也不会友好,但遏制主要集中在人权和价值观方面,更强调国际联盟协作,而这方面新中国拥有几十年国际斗争经验,应对策略驾轻就熟。没了老川极限施压,经济方面的压力会大大减少,遭受挫折的全球化进程可能续命,加的关税会被取消,白左的新能源政策对标中国的产业优势如鱼得水,5G方面虽不可能全撤销华为禁令,但估计不会进一步加码……

中国新经济的很多条赛道有大机会,迎来一波“拜登红包”。

天佑中华,愿上帝也保佑美国!中国最大的危险就是不能重蹈欧美覆辙,人口问题乃一国之本,重中之重,万万大意不得。

They had arrived in San Francisco, where their ship was decommissioned, and Paul bet that he would find himself a wife within two weeks. He was a taut, tattooed engine mechanic, six feet tall, with a passing resemblance to James Dean. But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. The standoff lasted weeks, even after the baby had settled into the Jobs household.
